Almost everything in Dust uses power for something. The dropsuits alone use powerd 'muscles', so an EMPd heavy armor user would fall flat on his face till his systems could reboot.

Contact grenades exhist in reality. These are just grenade launcher rounds without the gun, and require a bit (well, since the change, a lot) more accuracy. Can't kill a target under a roof if you can't hit him.
